1. The operator establishes a VPN dedicated wireless network channel for wireless transmission of mobile law enforcement terminals.

2. Deploy the Hailian platform (streaming/signaling services, etc.) in the VPN dedicated network to achieve real-time feedback of mobile law enforcement terminal positioning, video and other data.

3. Establish a one-way video stream transmission channel between the VPN private network and the public security video private network using a dedicated switch.

4. The Hailian server uses a forwarding service to convert the video uploaded by law enforcement terminals into a standard GB28181 video stream, which is then transmitted to the video private network through a dedicated switch. The video system within the private network can store and apply related business applications.

5. The video private network transmits real-time audio and video streams to the public security intranet centralized management platform through cascading security gateways, thereby achieving unified application of the intranet centralized management platform
